“MAY 24, 1960: CIA Director Allen Dulles updates the National Security Council on two semi-covert radio activities related to Cuba. He reports that \u2018several well-known Cuban refugees [are] purchasing time for anti-Castro broadcasts from a short-wave station in Cuba.\u2019 In addition, he announces that Radio Swan is now on the air for \u2018test purposes. The station will go on the air quietly at first, will then attack [Dominican leader Rafael] Trujillo, and then later will begin to attack [Fidel] Castro.\u2019 Radio Swan will be operated ostensibly by a commercial company.\u201d<\/p>\n
